Methodology

Policy area denotes what type of water issue is addressed by the funding program awarding a grant. Some funding programs address more than one policy area.

Aquatic Ecosystems: Water-based ecology, habitat, and wildlife. This includes freshwater and saltwater, wetland, and coastal ecosystems.

Dam Improvements: Involving the maintenance, repair, and/or removal of dam infrastructure.

Drinking Water: Providing access to safe and clean drinking water for residents. Includes remediation efforts that impact drinking water quality, infrastructure upgrades like lead-pipe replacement efforts, and efforts to address emerging contaminants like PFAS.

Drought: Includes both emergency drought response and relief, as well as long-term drought monitoring, mitigation, and resilience efforts.

Fish Passage: Aiding the natural migration patterns of fish and/or other aquatic species.

Flooding: Includes both emergency flood response and relief, as well as long-term flood monitoring, mitigation, resilience efforts. Incorporates storm-water management and coastal resilience work.

Forests & Fire: Wildfire prevention, including forest management, and emergency planning. Also includes maintaining the health of headwater forest ecosystems.

Indian Water Rights: Settling the water rights claims of Tribal Nations.

Other: Includes all water related elements otherwise excluded from the other policy areas, such as cybersecurity and data-sharing, research and supercomputing, nutrient pollution from agricultural run-off, and shore facility infrastructure.

Ports & Waterways: Involves the maintenance and improvement of Ports, navigation channels, and other maritime and commercial waterway infrastructure.

Restoration: Supporting the recovery of ecosystems that have been damaged or destroyed. Includes restoring waterways that have been previously channelized or dammed.

Wastewater Infrastructure: The maintenance and improvement of wastewater systems and treatment activities.

Water Conservation: Increasing water efficiency and/or efforts to reduce water consumption.

State Revolving Fund (SRF) Programs refers to and showcases IIJA funding for the State Drinking Water and Clean Water Revolving  Funds, including set-aside funding for Lead Service Line replacement and Emerging Contaminants.

In the absence of a link to an IUP, the table displays “Not yet available” for SRF programs expected to later apply for the federal funding. Where “Not available” is displayed, the IUP is not publicly available online. These IUPs may be backfilled at a later date via communication with state agencies.

Funding Awarded: Refers to all funding that has been announced, obligated, or outlayed.

Proposed Canceled: Refers to funding where termination has been attempted by the Agency, but that decision is being litigated or not yet confirmed.

Confirmed Canceled: Refers to confirmed grant cancelations agreed by all parties. This does not include grants that have been targeted.

Awards are geocoded if there is a place of performance that can be identified. Congressional District designation is geocoded using address and coordinate data and the 119th Congressional boundaries, where data is available.

Funding awards are primarily sourced from the websites of funding agencies. Funding awards for programs under the Infrastructure Investment and Jobs Act are crosschecked and supplemented using the White House’s Map of Progress. The website of the funding agency is used as the primary source for funding awards. If funding amounts or project details differ between the White House and the funding agency, the data from the funding agency is used. However, if an award appears in the Map of Progress which is not publicly reported by the funding agency, the data from the White House is used for that award.

Funding allocations are sourced from the websites of administering agencies. State websites, plans, and requests are sourced from the websites of state agencies. Funding remaining is calculated using the funding appropriated from the text of the two laws.

Data is updated in real time as new programs and awards are announced by funding agencies. In addition, data has been supplemented by the January 2025 Invest.gov report. An archive of this data can be found here. Funding status is currently sourced from publicly available announcement data.
